Add Chinese Simplified localization file. #1593

Found one new string that may needs localization ("The video is encrypted and we do not have the keys to decrypt it.").

Was not able to run test on my Windows 8.1 computer.
When run grunt, it complains:
Warning: Command failed: 'java' is not recognized as an internal or external command.
When run grunt test, it complains:
PhantomJS 1.9.7 (Windows 8) Player Minified should be able to access expected player API methods FAILED.
Although the tests are failed, I don't see the localization has anything to do with the error.

Thanks! The testing issue appears to be a lack of Java. It's required to minify the code using closure compiler. But you're right, it's not related to the subtitles translations.

Is 'chs' the right name for the file? We were just trying to figure this out in #1589.

How about naming zh-TW.json for simplified Chinese translation and zh-CN.json for traditional. Prevent confusion, just like this pt-BR.json

As @DevGavin mentioned in #1589, it looks like the language codes we should use are zh, zh-Hans, and zh-Hant. I'll go ahead and pull this in (which includes zh.json), but should we consider creating the other files as well?
