Rewrites the plugin rate limiting docs for clarity. In particular, this adds greater emphasis on the fact that GitHub rate limits anonymous requests by IP. In Actions, anonymous callers can potentially get a rate limiting error on their first request, entirely depending on the activity of other tenants on that Actions runner host.
