Implement checks for non-code changes

/~https://github.com/rust-lang/rfcs/blob/master/text/1105-api-evolution.md mentions changes to features, as well as requirements for a nightly rust version (even in dependencies). We currently don't have any code to handle these, and especially the latter case requires some work.
