Problem with download file via URL which filename contains URL encoding. #963

Try to download URL that contains URL encoding string (https://public.myfolder.my.id/GitHub%2BMark.png)
The file save as GitHub%2BMark.png .
Expected filename is : GitHub+Mark.png.
