OSPR management note: Build seems fine except for codecov rate limit issues. Marking as ready for review.

Hi @brian-smith-tcril, would you have time to give this backport of #1393 (which you already reviewed and merged) a quick look?

I tried re-running tests about 5 times and CodeCov uploads failed due to rate limiting every time. I don't think waiting for a green CodeCov check is worth it.
