Support setting(my-setting-id) in release notes

We had originally added support for full anchor tags in the release notes to link to settings so that the website would automatically look right when displaying the release notes. Now, the website does pre-publish processing on setting(my-setting-id) to replace it with the appropriate element. We should also support this simple syntax in the release notes editor.
