chore(updatecli): fix Windows targets in jdk manifests

This PR fixes Windows targets in jdk manifests.

Follow-up of:

• feat(Windows): switch from temurin base images to temurin installer #787

Will fixes:

• Bump JDK17 version to 17.0.11_9 #796

Will closes:

• Bump JDK11 version to 11.0.23_9 #795

Testing done

Ran updatecli diff locally.
