Add hybrid_options to google_data_loss_prevention_job_trigger

This adds functionality to allow DLP inspection to be done on data from outside of GCP (called hybrid). This guide explains the manual setup: https://cloud.google.com/dlp/docs/how-to-hybrid-jobs#create-job-or-trigger

To support the new hybrid fields, we also needed to add the manual option for the trigger, because this type of job is triggered manually when a hybridInspect API call is made externally by the user.
