Overview
This PR adds some new StacLinkTypes from http://docs.opengeospatial.org/is/17-069r3/17-069r3.html#_link_relations. It supports work in /~https://github.com/azavea/franklin.
Notes
stacsubproject in Scala 2.11 doesn't compile right now -- that wasn't introduced here and I'm opening a separate issue to fix itChecklist
