Make the Keyboard Shortcuts dialog into a settings tab #19866

What would you like to do?
I would like the Keyboard Shortcuts dialog to be a part of the settings dialog
Why would you like to do it?
So that keyboard shortcuts are more accessible, currently, you need to know the shortcut or find the button in the settings
Have you considered any alternatives?
Leave stuff the way it is or resurrect my old PR (matrix-org/matrix-react-sdk#5758, see next section)
Additional context
There is a PR (matrix-org/matrix-react-sdk#5758) of mine to make keyboard shortcuts customizable. It has probably become outdated by now and should be rewritten, it is also quite large which makes it difficult to review and land. This should be the first step to split that PR into smaller pieces that can be easily reviewed and landed
