Uses a new Feature Flag (environment variable
VITE_APP_FLAG_LEAVE="on"set on the Netlifydecent-interface-devproject) to trigger a persistent toast explaining to users that this domain (app.dev.decentdao.org) is being shut down, and instructions on how to migrate their "My DAOs".
