What happened?

The label-pr workflow simply does not work for fork-based PRs.

Example: /~https://github.com/apache/streampipes/actions/runs/4200587869/jobs/7286754204

How to reproduce?

  • Fork the streampipes repo from the upstream
  • Submit a PR from the forked repo to the upstream
  • The label-pr workflow fails

Expected behavior

The label-pr workflow works on fork-based PRs.
