[MXNET-1293] Adding Iterables instead of List to method signature for infer APIs in Java

Description

Adding Iterables instead of List to method signature for infer APIs in Java to expand the input types they can take in.

This change is backwards compatible as List is a subclass implementing the Iterables interface.
