目前阡陌正在提供厂内的标准paddlepaddle开发环境，已经提供了github mirror解决了third_party下git repo的clone问题，但是有一些module是使用wget的方式下载的安装包，这些安装包目前被放在bcebos上在，内网还无法下载，为了能够正常编译，暂时提供一种手动指定下载url的方式，默认是不启用的。
