[Feature Contribution]: Enable codespaces for the SDK repo

What happened?

As any developer (new or existing) to the SDK
I want to use codespaces
So that I can easily get started with running and manipulating to SDK for development, testing and demo purposes

With the recent announcement of first 60 hours (with 2 cores and 15GB storage) free Codespaces (as seen pricing here), Codespaces are accessible to anyone and allow for a common way of getting started with the SDK.

I expect the steps to be updated as we go, but for now:

• research code spaces
• create an environment template? for the SDK
• document how to use
• test and release/merge
