What does this PR do?
Add security monitoring rule resources.
Description of the Change
Security monitoring have many edge cases. An example would be the fact that you can enable or disable default rules, but you cannot create a default rule. Also, deprecation of rules mean that they could be imported from one datacenter if they already exist but they cannot be created in a new datacenter (because the API enforces deprecation).
