Changed every
wanted_army_ratio from ~1/500k -> 1/3M Incorporated
wanted_navy_ratio from ~1/800k -> 1/10M Incorporated

Changed values of a few building groups ( buffed bureaucracy and construction, nerfed army and navy)
Removed 20-30 advanced military factories in URSS, down to 14.

With this, now AI is capable of not going bankrupt and actually build (slowly) an economy (depending on their starting spot)

USA France UK West Germany and URSS are usually going well. (especially USA that can go to 1T $ GDP and beyond)
