[NOT READY] Add support for downloading GCC artifacts

This PR is just a draft to what it will look like when the GCC artifacts will be build in CI and available.

For this PR to be ready, we first need to draft a plan about how we will generate GCC artifacts in CI, then discuss it with the infra team and finally implement it.

Once all done, this PR can be updated.
