This will start using the toolchains with older glibc ABI for powerpc,
powerpc64, powerpc64le, and s390x, per rust-lang-deprecated/rust-buildbot#149.

If the current rust beta also moves to this image, as @brson mentioned he would, then I suppose we should also apply this to cargo's rust-1.16.0 branch.
