[BUG] ccr plugin snapshots are not published to maven repo

What is the bug?
Plugin snapshots are not published to https://aws.oss.sonatype.org/content/repositories/snapshots/org/opensearch/plugin/opensearch-cross-cluster-replication/ unlike other opensearch plugins.
There are some old snapshots from 2022-23 but none after that.

The maven-publish github action has never run here.
/~https://github.com/opensearch-project/cross-cluster-replication/actions

This file maven-publish.yml exists in 2.x branch, but not in main branch.
This old PR was closed without merging in main branch.
Even for 2.x branch, the action doesn't get triggered.

What is the expected behavior?
Plugin snapshots to be published to maven repo, for commits on main branch as well as other branches like 2.x.
