This release majorly contains :

• Changes proposed in PIP-55 which will be activated by the Danelaw hardfork on amoy testnet at block 6490424.
• Adds a --force flag in the rollback command. This is generally to be used in cases when an individual node's heimdall ends up in a corrupt state.
• Code chores and packaging fixes.
