jQuery countTo animates countups and countdowns within target DOM elements.
- target - The number that will be counted to.
- options - Optional The object that contains options.

decimals | Integer Number of decimal places to the right to display. |
duration | Integer Duration in seconds of the count animation. |
min_steps | Integer Minimum steps that occur during the animation. |
max_steps | Integer Maximum steps that occur during the animation. |
