Filecoin calibration and celo support #1351

Adds filecoin Calibration net deployments
Adds Celo mainnet deployments
Updates deployment scripts to improve readability and making it easier to support additional tokens/chains
Updates tests failing with out of gas error (OOG) to not hit gas limits
Restores turbo.json to get CI pipelines runing again

Updates package to 2.0.0-alpha.11 and exposes the celo deployments.

restores turbo repo and pnpm workspace for running the ci and tests while pushing

Updates failing tests to better handle out of gas errors.

CI runs with frozen lockfile and this updates the lockfile in the contracts package
