- Implements everything that is needed to configure autoscaling using the new method provided by GitLab: https://docs.gitlab.com/runner/runner_autoscale/ and https://docs.gitlab.com/runner/executors/docker_autoscaler.html
- Supports only Openstack so far
- Aims to replace docker-machine in the future
