Remaining TODO:

• Update upgrade test on unicorn flavor to fix the error when going from non-fips to fips
• Put back resource requests/limits on the uds-config.yaml once we get updated image
• Update to 17.7.2 when available
• Merge renovate PR with upstream and registry1 flavor updates to this PR
• set runner back to 8 core
