Dynamic market hours for time and date rules

Description

Improve market hours database updates handling in order for changes to be picked up by all consumers properly. This allows the scheduled events to be triggered at the correct times after the exchange hours entry has been updated, like when adding a holiday or changing the daily calendar for a security. Date and time rules can now pick up MHDB entries updates so that the date and times enumerators generate the correct times afterwards.

This is achieved by updating the actual entries of the data folder market hours database instead of creating new ones or even overriding the static MHDB instance.
