This PR removes the .env files and introduces scripts to load the .env files from AWS S3

Changes

  1. .env files removed
  2. .env.template files created without any secrets values
  3. Script to fetch .env files from S3
  4. Script to update .env files in S3
  5. Local env start script changed to load the .env files if required
