Change description

Updates Config Connector to use the latest current prometheus-to-sd.

Tests you have done

None

  • Run make ready-pr to ensure this PR is ready for review.
  • Perform necessary E2E testing for changed resources.

I don't think we should use a staging image.... at least in OSS, staging images disappear after 90 days. Has it been promoted yet?
