Update Sql schema migration and version package to new url [#27117]

Description

1. The URL for downloading the SQL Schema Migration has been updated to https://aka.ms/sqlschemamigrationpackage.
2. The URL for downloading the SQL Schema Migration version has been updated to https://aka.ms/sqlschemamigrationversion.
3. This will also resolve the customer reported issue - New-AzDataMigrationSqlServerSchema - Public access to blob denied for SqlSchemaMigration.zip. #27117

This change ensures that the PowerShell module will not require any code modifications in the future, even if the actual download URL changes.
