Add support for comment commands

It would be cool to send commands as comments from the PR view of a forge to Woodpecker. For example a pipeline waiting for approval could listen to /accept and /decline. Other commands like /restart could be quite useful as well.

In the longterm we could also add a custom event type for pipelines allowing to trigger a specific pipeline on a custom command like /deploy to do an deployment on request.
