Because it is claimed to be shutting down https://circleci.com/blog/sunsetting-1-0/

Easiest would be CircleCI 2.0, but other CI systems are available.

Prior art at cortexproject/cortex#799, weaveworks/weave#3270

Note there are a bunch of dependent packages that also build at CircleCI 1.0, e.g. github.com/weaveworks/tcptracer-bpf
