docs: update Kubeapps prereqs to mention RBAC not required (#213)

An RBAC-enabled cluster is not required, but it is encouraged.

To be able to expose the dashboard for external access, you need to edit the `kubeapps-kube-api` deployment, adding `--disable-filter=true` to the arguments for the proxy container. This prevents API access errors when used via an ingress.
