Can System Inventory Stored Outside of SSP?

Per #903, it was not clear from discussion if you can in fact store the system inventory data outside the SSP model and reference it. Is that in fact allowed? It was suggested this was desirable, but not yet implemented. Perhaps I misunderstood you @david-waltermire-nist, so please correct me as appropriate.

Not at the moment, but we can work on this for OSCAL 1.1. This has been discussed before in #590.
