Old ISA stack that uses IntelFrameworkModulePkg/Bus/Isa/* is like below:
IsaAcpiDxe

New ISA over SIO stack that uses MdeModulePkg/Bus/Isa/* is like below:
IsaHostControllerDxe

Ps2Mouse Ps2Keyboard IsaSerialDxe

The only platform that uses old ISA stack is OVMF.
If we can modify OVMF to use the new ISA stack, IntelFrameworkModulePkg/Bus/Isa/* can be removed.
Leaving the modules in different packages but with the same name is confusing.
