TAC: Fix malformed link when we try to open TAC with Tchap

Term and conditions url is constructed like Tchap permalinks. For this reason, Tchap tries to handle it like other permalinks causing an error.

To fix it, we should try to adapt the handled permalinks in the manifest to not trigger Tchap for TAC (maybe by adding explicitely the # suffixe at the end of the valid urls.

If this is not possible, we'll be forced to handle TAC url, and browse it inside the application.
