Open governance means that the users and contributors control the organisation so that tools and organisation are truly part of the commons. In practice this means that anybody is welcome to collaborate on any project and users can request a seat on the board to control strategy and budget.

There are two sides to the organization:

• Technical and Science contributions work bottom-up coordinated by the Technical Steering Committee
• Strategic direction and budget are controlled more top-down by the Strategy Board
