When I use a reference without an author, it is now preceded with a spurious comma:

The author tag is apparently non-optional in the DTD; I have tried as well as the format above.
The old tool does not exhibit this behavior. Please do not suggest
using "IEEE" as author; some references (e.g. websites) simply don't
have authors. I also don't think we want to go back and edit all
the records at http://xml.resource.org/public/rfc/bibxml2/ to fix
this.
