fix: orml tokens in chain spec fails due to ED #180

For development chain spec, it is not currently possible to set some balances in orml-token in dev chain spec.

It is due to the ED set for non-registered tokens ( it is set to u129::MAX).

And it seems orml-tokens still cant get the correct ED , even if asset registry has the tokens set correctly in chain spec.
