no public_html generated

Hello,

I've got this docker image running and it's receiving the data through the interceptor driver. This is all working great.
However, inside the docker image in the weewx folder, it doesn't generate the public html. Shouldn't this happen automatically?

It seems like the issue is related to this: #18
but I am not sure if it was ever resolved?
