We need to bump the version of the client library, it's currently 0.7.0.

We should release a v0.7.x, see Ruby's releases at /~https://github.com/ably/ably-ruby/releases for an example, and we can release a v0.8.x when we feel we are happy it's up to a basic level of the spec and we have documented all unsupported features in the README.

Changelog is referenced from the README, but is missing and should contain the history of changes following the initial release, see /~https://github.com/ably/ably-ruby/blob/master/CHANGELOG.md. We need to implement this now as well.
