[Dependencies] Vagrant / Packer does not install on x86_64

When prompted to install Dependencies Vagrant/packer, I click install but it never gets installed and I never get vagrant boxes to use.

To Reproduce
Steps to reproduce the behavior:

1. On Intel platform in VS code install Dependencies to get Vagrant boxes.
2. Dependencies are not installed

Expected behavior
Dependencies should be installed and vagrant boxes should be available to user for use.
