由于cutlass可选的kernel配置较多，手写kernel定义会导致代码行数变得很多，很难维护，容易出错。
增加cutlass kernel生成脚本。复用cutlass repo提供的规则在编译期生成gather-gemm-scatter的候选kernel。
计划支持SM70、SM75、SM80、SM90。
本pr先支持SM70。
本pr会与后续增加的cutlass auto tune接口联合使用。在线从候选kernel中遍历选择最好的kernel。
生成的代码如下：

后续会配合auto tune进一步筛选。
