Improve petition snippet order

Currently when selecting a snippet, it lists all of them in order of oldest to newest.

This is not very helpful since chances are staff will want to use the snippet they just created, which currently appears last in the list (bottom of the fourth page).

Can we show show snippets with the most recent on top? Open to other ideas.
