This would mean archiving https://gitlab.com/deltares/wflow/wflow_cli and moving it's functionality in here. Probably we shouldn't actually merge the code, and rather just copy the setup used for Ribasim, with a build folder.

If we copy this, we can also copy much of the TeamCity configuration, and also sync it to this repository. Keeping things aligned will help with maintenance. Though we should note that Wflow builds MSI installers on Teamcity, and Ribasim doesn't do that yet, only zip files.
