I have searched the issues of this repository and believe that this is not a duplicate.

What problem does this feature solve?

单例模式，避免渲染更多的tooltip ，并且content 内容未知，或者无法在组件中写tooltip; 只能通过鼠标悬浮获取内容，动态设置tooltip;类似于：https://element-plus.org/zh-CN/component/tooltip.html#%E5%8D%95%E4%BE%8B%E6%A8%A1%E5%BC%8F
