Jitter and Audio Distortion

I'd like to see a Jitter effect in ntsc-rs, which happens in VHS sometimes. Also audio distortion would be pretty useful too, where noise would be louder based on the effects intensity, and pitch would change based on the strength of the horizontal shift effect i mentioned in idea #199 (if it even would get added sometime)
