I am currently using spdxl, as shown below.

@prefix ex:       <http://example.com#> .
@prefix spdxl:    <http://spdx.org/licenses/> .
@prefix spdx:     <http://spdx.org/rdf/terms#> .

ex:Ontology
  spdx:licenseDeclared spdxl:GPL-3.0-or-later ;
  .

Do you already have a namespace prefix in mind, or even documented somewhere?
Looking for it on https://prefix.cc returns no entry:
https://prefix.cc/?q=http%3A%2F%2Fspdx.org%2Flicenses%2F
