I've been using Github Pages for a few years now.
Suddenly, building & deploying my site with Github Actions stopped working.
The message is:
The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings.

I'm using a free account.
One week ago, it was working... I really don't get it.
The only recent change is that I started using Co-pilot today within Visual Studio Code.
Could it be the cause of this problem?
Any idea on how to fix it?

Same here, although I totally could believe I've hit the limit of 2000 action minutes... but "Usage this month" under "Billing and plans"/"Plans and usage" shows ... 0 usage. At all. Which is also impossible.

Oddly single-cell-data/SOMA CI runs OK; single-cell-data/TileDB-SOMA CI fails as described here.

Weird since billing is per-org not per-repo.

Began about an hour ago and is now persistent.

This is odd, because I just got this error on my free organization. The website says orgs get 2,000 free minutes / month. My usage report says I've used 100 minutes, and now I'm getting this error. And all the action does is just re-build github documentation through mkdocs.

Experiencing the same error in multiple public repositories (for example, /~https://github.com/crowdin/github-action/actions)

However, the last payment was successful and the current usage of GitHub Actions does not exceed 3000 minutes.

edit: we're seeing it with a private repo on the team plan, all payments up-to-date that I can see.

Also need to bump this thread. Private repos on the team plan fail. Invoices are all settled and spending limit is not reached.
No response from Support either.

Over at /~https://github.com/orgs/AxonDeepSeg/AxonDeepSeg we just started having this issue - free Teams plan (educational), billing shows as $0 but Actions have stopped

For reference, we have other orgs under this same Educational Teams discount that are working just fine. It's just @axondeepseg that's experiencing the halt in Actions runs.

It looks like the difference between our orgs is the failing org (AxonDeepSeg) is linked to an individual account's payment information, while the other orgs are linked to no payment information at all (because of the Education discount).

Counterintuitively, we might try unlinking the payment information and seeing if that allows the Actions runs to proceed.

EDIT: Unlinking the payment information had no effect.

I just got this error. I have a free Org, the website says you get 2,000 free minutes / month. My usage report says I've only used 100 minutes, and yet it's failing to re-compile mkdocs documentation.

edit: I just realized something screwy.... the workflow isn't even using Github's servers. It's a runner that we are personally hosting, so it's not even utilizing Github resources, yet it failed due to billing or whatever.

We managed to fix this issue for our org. In our case it was a budget for actions that was set to $0. Once we removed $0 budget and added $10 one, workflows started to run.

It still wasn't working for me this morning; I remove my payment information and re-entered it, and now it works (@joshuacwnewton fyi - /~https://github.com/axondeepseg/axondeepseg/actions/runs/13567863303). Hope the bug gets fixed for you all soon.

this did indeed work in a team account whose billing was connected to a personal account. thank you for sharing!
