I'm still having this issue and found another work around is to:
Right click on obs icon - Properties - Compatibility tab - Change high dpi settings - check "override high DPI scaling behaviour" - select sytem in the drop down - hit apply.
However, with this method OBS appears somewhat blurry.
Has there been aknowledgement of the issue? is the issue itself caused by windows or OBS?
