how to run only apps/ when libs/ changes

If I have a package with the following structure

apps/
  app-A/ # use lib-A

libs/
  lib-A/ # use lib-B
  lib-B/
  lib-C/

When lib-B is modified, lib-A and app-A also run jobs, but is there a setting in nx.json to make sure that only app-A runs jobs?
